
- The central power in Nuono is Queen Veris III, also referred to as the Mother-of-Pearl. Her home, and the center of government, is in the People’s Palace atop the Nacre Spire, in Nuono’s northernmost dome.
- Nuono’s small standing army can often be seen patrolling the waters around the bubble-domes on giant seahorses.
- The Omphalic Market is in the center of the city. A surprising number of goods and services are available here. The dead center of the Omphalic Market is an enormous, perfectly smooth stone that the Nuonians claim is the center of the world itself.
- The Reliquary of Pearls stands in the eastern quarter, northwest of the Storm Gate. All Nuonians possess a pearl that is gifted to them at birth, taken from an ancestral basin in this building; when they die, their pearl is laid to rest in the Reliquary. (Careful study will reveal that the pearls in the Reliquary contain dormant souls, and Nuonians thus do not enter and exit the Lifestream the same way as other mortals - as long as they are in possession of their pearl when they pass away, their soul goes dormant in the pearl to rest and recover.)
- Residential districts are what they sound like: the primary living spaces of the citizens.
- The Plaza Numina is a large, paved circle with a jagged rift at its center, surrounded by candles. Entering the cave beneath it reveals a natural cave of many small chambers littered with volcanic fissures. Spiritually-minded Nuonians come here to inhale the vapors and meditate/trip out.
- The Memorial Library is dedicated to Veris’s grandmother, Queen Madrasa, who was a great collector of books. The books within are clay tablets, to protect them from water; works from other places were transcribed onto tablets per Madrasa’s orders.
- The People’s Palace is a large, airy structure with a lot of checkerboard tiling, statuary, gardens, mother-of-pearl decorations, and so on. It’s both a governmental building as well as a place for the citizenry to enjoy, hence the name.
- The Perfumery is Nuono’s equivalent of a public bath. The name derives from the application of non-water-soluble scented oils as part of the act of bathing, since the entire city is underwater.
Features added by the players:
- Domes and houses featured curtains of kelp hanging from them; kelp is multi-use in Nuono — decorative, functional, edible.
- Seahorses! The knights of Nuono ride seahorses, as do citizens who need them for various activities.
- Ambient lighting around town is made up of bioluminescent things - slow-moving glowing jellyfish around the parks and streets.
- Books in the library are stone tablets, to keep them safe from water.
- Buildings are made of coral, grown by coral-speaking magicians — a branch of chimeristry, most likely.
- The inn is shaped like a conch planted in the ground.

- Reza, Ando (both he/him) and Matulele (she/they) — refugees from Bihara. Reza was the alchemist who left the Mermaid Potions behind in his shop.

- Ismene (they/them) — Queen Veris III’s adjutant, perpetually busy managing the crowds at the People’s Palace.
